Description:
Our client is seeking a Regulatory Compliance Engineer with specialized Title V air permitting knowledge. This role will oversee pre-treatment and operating plant compliance with all regulatory disciplines, primarily focusing on air permit compliance. The engineer will ensure compliance by monitoring operational data, maintenance activities, regulatory compliance software, and intra-departmental information and data.
The engineer will also supervise all LDAR and CEMS activities at all facilities and support the timely and accurate submission of internal approvals and filing with various regulatory agencies. Additionally, the engineer will assist in preparing federal, state, and local permit applications, annual/semi-annual/quarterly reports, and permit renewals.
Responsibilities:

Oversee and manage the owner developed software system for assuring compliance with permit requirements.

Maintain and report internally on regulatory key performance indicators.

Maintain ongoing coordination with the operations and maintenance groups with regard to continued compliance.

Monitor LDAR compliance and assist in logistics and adherence to leak repair timelines at all facilities.

Assist the Regulatory Manager/Regulatory Compliance Lead in preparing applicable monthly, quarterly, and yearly reporting to federal, state, and local agencies as required.

Lead all CEMS compliance activities.

Assist in stack testing compliance, scheduling, notifications, and reporting.

Assist in evaluating emissions from future projects, routine repair and maintenance items, upset conditions, and other MOC items.

Report emissions events from flaring and other upset conditions to the TCEQ STEERS system.

Coordinate and assist during TCEQ audits, data requests, or other inquiries related to air permits.

Subject matter expert for NSR, PBR, and Title V air permits for all facilities

Maintain all permit-required databases for compliance with annual, 30-day, and rolling averages for emissions.

Monitor changes in regulatory requirements for operations and project and assist in assessment of impacts and modifications required to meet new regulations.

Provide applicable periodic progress reports to Regulatory Manager

Monitor any FERC environmental condition compliance with regards to air during any new construction

Assist as required with other duties and alternate regulatory items (FERC requests, water, and waste) that might arise.

Fill in as the regulatory representative in meetings as needed.

The employee must have the ability to drive a motor vehicle in order to perform the duties required at all locations.
EDUCTIONAL REQUIREMENTS
-
Bachelor's Degree in Environmental Science, Environmental Mgmt., Engineering, or related science discipline

4+ years' experience in the Petrochemical, Pipeline, or Oil & gas industries or relevant coursework.
Preferred:
Required Knowledge/Skills/Abilities:

Ability to read and understand permits, plans, and specifications.

Ability to read, understand and interpret P&ID's and associated engineering drawings
-
Excellent organizational, verbal, written, and computer skills required.

Proficiency with Microsoft Word and PowerPoint.
-
Intermediate to advanced proficiency with Microsoft Excel.
